CHAPTER 3

CORPS ORGANIZATION AND FUNCTIONAL AREA RESPONSIBILITIES

   I. Introduction

​

This chapter identifies GA-952’s group organizational structure, manning, cadet officer/NCOIC duty descriptions, promotion, and appointment criteria.

 

​   II. Chain of Command

 

Staff departments may be manned by several cadets, but one cadet officer will be designated as department CO with overall responsibility for that division’s operation.

The Special Assistant to the SASI position is traditionally held by a former cadet group commander after a change of command has occurred. This position is generally vacant during the fall term.

 

​   III. Officer Responsibilities

​

Group Commander:

  • Minimum rank C/Lt. Col., Maximum rank C/Col.

  • In accordance with the mentorship and guidance of the SASI and ASI, is responsible for the overall leadership and management of the cadet corps.

  • Develops proposed strategies to pursue unit objectives and goals. Provides direction for the overall command and control of the cadet corps, using members of staff and subordinate commanders.

  • Responsible for the overall appearance, discipline, efficiency, training, and conduct of the cadet corps.

  • Takes a leading role in the accomplishment of the Leadership Education portion of the curriculum, to include but not limited to, Uniform Lab Day inspections, classroom instruction, drill proficiency, parade performances, and co-curricular activities.

  • Responsible for administering cadet corps activities according to Air Force principles and procedures.

  • Conducts regularly scheduled group staff meetings with the squadron / KHAS commanders to plan and organize cadet corps activities.

  • Continually evaluates the progress of the cadet corps staff and effectiveness of subordinate commanders.

  • Responsible for vigorously ensuring that all cadet corps personnel meet or exceed unit dress standards. He/she will follow-up with established actions to check compliance with these standards.

  • Responsible for recognizing and respecting every cadet as an individual.

  • Responsible for controlling oneself so that he/she presents an outstanding image for others to follow. Will continually strive through example, to set the highest standard for appearance, conduct, bearing, professionalism, and dedication to excel.

  • Responsible for knowing every aspect of the Cadet Handbook in order to adequately perform the function of commander and be able to explain any aspect of it, when questioned by another cadet or the SASI / ASI.

  • In charge of all cadet corps formations. Must be able to drill the entire group in mass formation.

  • Should often be present anytime cadets appear publicly as a unit in uniform (i.e., parades and field trips). The commander may designate another staff officer to represent him or her as the situation dictates.

  • The cadet corps commander will often represent the GA-952 group during events requiring only one cadet to be present. He/she must be able and ready to speak for the entire cadet corps. This may include, but is not limited to, media interviews, civilian organization meetings (i.e., VFW, American Legion, etc.), or simply a request by a school principal for an AFJROTC cadet to speak.

  • Performs all other duties as directed by the SASI/ASI.

 

Deputy Group Commander:

  • Minimum rank C/Maj., Maximum rank C/Lt. Col.

  • Responsible to the cadet corps commander. He/she is the principle assistant and advisor to the group commander.

  • Assists the cadet corps commander whenever directed to do so by the SASI / ASI and/or the cadet corps commander. Will advise the group commander immediately of any conduct or other performance problem(s) by any member of the group which cannot be positively corrected without more senior attention.

  • Assumes command of the cadet corps whenever the commander is absent. During that time, the deputy commander will assume all responsibilities and authorities of group commander.

  • Serves as Chief of Staff, coordinating all group staff meetings for the cadet corps commander.

  • Serves as the Inspector General, ensuring that each level of command is complying with AFJROTC policies and procedures as directed by the SASI / ASI or the cadet corps commander. This duty assists the group commander and the staff as they prepare for headquarters-directed inspections.

 

First Sergeant:

  • Minimum rank C/SMSgt., Maximum rank C/CMSgt.

  • Responsible to the cadet corps commander. He/she is the principle advisor to the group commander for all matters dealing with both enlisted and officer cadets, especially their health and welfare.

  • Will advise the group commander immediately of any conduct or other performance problem(s) by any enlisted and officer member of the group which cannot be positively corrected without more senior attention.

  • Responsible for vigorously ensuring that all squadron personnel meet or exceed high unit dress standards. He/she will follow-up with dedicated actions to check compliance with these standards.

  • Responsible for recognizing and respecting every cadet as an individual and encouraging others to do so.

  • Responsible for controlling oneself so that he/she presents an outstanding image for others to follow. Will continually strive, through example, to set the highest standard for appearance, conduct, bearing, professionalism, and dedication to excel.

  • Responsible for knowing every aspect of the Cadet Handbook in order to adequately explain any aspect of it when questioned by another cadet or the SASI / ASI.

 

Squadron Commander:

  • Minimum rank C/Cpt., Maximum rank C/Maj.

  • There are 3 squadrons within the GA-952 Group: The Operations Squadron, the Mission Support Squadron, and the LDR squadron. Each squadron will have a commander.

  • Responsible for the appearance, discipline, efficiency, training, and conduct of the squadron.

  • Responsible for assisting the SASI and ASI, as necessary and directed, in the accomplishment of the Leadership Education portion of the curriculum, to include but not limited to Uniform Lab Day inspections, classroom instruction, drill proficiency, parade performances, and co-curricular participation.

  • Responsible for administering cadet corps activities according to Air Force principles and procedures.

  • Attends all regularly held group staff meetings to plan and organize the cadet corps’ activities.

  • Responsible for vigorously ensuring that all squadron personnel meet or exceed high unit dress standards. He/she will follow-up with dedicated actions to check compliance with these standards.

  • Responsible for recognizing and respecting every cadet as an individual.

  • Responsible for controlling oneself so that he/she presents an outstanding image for others to follow. Will continually strive, through example, to set the highest standard for appearance, conduct, bearing, professionalism, and dedication to excel.

Logistics Officer:

  • Minimum rank C/2nd Lt., Maximum rank C/ 1st Lt.

  • Member of the Operations Squadron staff. Responsible to, and follows the direction of, the Operations squadron commander.

  • Maintains contact with each flight logistics technician.

  • Responsible for the inventory, control, issue, inspection, turn-in, and storage of all government and school equipment assigned to AFJROTC Group GA-952 in accordance with instructor guidance. 

  • Ensures that group storage facilities are maintained in a clean and neat condition. Organizes, schedules, and supervises a cadet cleaning detail, as needed, to ensure that classroom(s) and outside areas adjacent to the AFJROTC facility and/or drill areas are maintained in a clean and neat condition.

  • Provides advice and assistance to the group staff on all equipment issues.

  • Understands the proper use and care for unit assigned electronic and audio-visual equipment/training aids.

  • Maintains cadet equipment and uniform files on the applicable computer system.

 

Personnel Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Maintains all cadet corps personnel records for the unit and the ASI/SASI.

  • Prepares all cadet promotion and reward orders and new cadet files.

  • Maintains cadet personnel database on the applicable computer system.

  • Ensures AFJROTC awards, job positions, ranks, and class completions are promptly posted to cadet records.

  • Keeps track of all completed Transfer and/or Disciplinary Forms by placing them in each respective cadet’s records file

 

Information Management Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for preparation and maintenance of all cadet staff meeting minutes.

  • Responsible for maintenance of all cadet bulletin boards on the back wall of the classroom.

  • Responsible for updating the AFJROTC Information and Events Forum in Canvas to contain the correct events and respective information.

  • Responsible for publishing all necessary information of the unit Discord server

 

Physical Training Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for management of the unit Health and Wellness Program.

  • Trains, mentors, and supervises Flight PT Leaders.

  • Manages and leads physical training assessments and inputs into WINGs.

  • Develops and coordinates through the cadet staff physical fitness goals for individual cadets.

  • Develops and proposes physical training activities designed enable cadets to meet their individual fitness goals.

 

Recruiting Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for planning all recruiting events.

  • Responsible for planning all recreational and team building events, such as bowling nights, unit hikes, celebrations,

  • Will create recruiting materials (posters, flyers, pamphlets, etc.) to be distributed to non-cadets

  • Ensures there are enough cadets signed up for each event.

  • Focuses on maintaining a high level of cadet participation.

 

Fundraising Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for developing, managing, and leading fundraising activities. 

  • Researches the effective fundraising projects, briefs the staff on proposals, and makes recommendations to the SASI / ASI on potential fundraising events. 

  • Directs and manages the distribution and processing of fundraising material.

 

Service Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for establishing and maintaining all paperwork concerning the Community Service Program of the unit.

  • Will coordinate with SHS administration for all school-based service projects

  • Responsible for planning and executing all community based serviced projects

 

Media Officer:

  • Minimum rank C/ 2nd Lt., Maximum rank C/1st Lt.

  • Responsible for taking and organizing photos of all unit undertakings

  • Coordinate with SHS administration for deadlines for written inputs to the unit newsletter.

  • Ensure that all contact with the news media by AFJROTC GA-952 cadets is reviewed by his/her office prior to the event, if possible, but as soon after the event in any case. Scheduled unit news releases will always go through the PAO, the Mission Support Squadron Commander, and the SASI.

  • Responsible for the several social media platforms that GA-952 manages. This includes the unit Facebook page and the Official Instagram page. All posts will be reviewed by the Mission Support Squadron Commander and the SASI before posting.

 

   IV. Qualification and Selection

 

  • "Qualification" for cadet officer status requires meeting the requirements listed below:

  • Certificate of Graduation from Cadet Leadership School. (Waivers can be approved by SASI and ASI.

  • Passing grades in all classes the previous term.

  • “Selection” for cadet officer status – meeting the above requirements does not automatically result in selection as a cadet officer. There are more officer-qualified cadets than there are positions listed in the UMD. 

  • Qualified AS 4 cadets have priority over AS 3 cadets for cadet officer positions. In general, command and staff officer positions are filled by AS 4 cadet officers first. If there are still some open cadet staff officer positions, we will turn to qualified AS 3 cadets using the criteria discussed above (CLC performance, grades, unit participation, and previous performance record).

  • One of our program’s most important mottos is, “Leadership by Example.” We think that the selection methods discussed here produce the best qualified cadets to lead and serve as examples for the younger cadets.

 

 

 

   V. Grounds for Removal

​

Grades:

There is no minimum grade point average (GPA) required to be a cadet officer. However, any failing course grade at the end of the term will result in loss of cadet officer status until the end of the following term shows that all courses are being passed. The SASI may make an exception to this under special circumstances. This policy guarantees “Leadership by Example.” We do not remove a cadet officer's rank because of a failing progress report grade, only for final course grades at the end of the term. Many cadet officer positions require an extensive commitment of time, and if a cadet’s grades indicate a problem at any time during the term, the cadet will be relieved of his/her cadet officer responsibilities in order to focus on academics first.

 

Discipline infraction:

Any infraction that results in In-School Suspension (ISS) or Alternative School will result in immediate loss of cadet officer status for the remainder of the term. All students are given a student handbook and are well aware of the school’s discipline policies. This policy guarantees “Leadership by Example.”

 

Honor Code violation:

 

Each cadet must accept and follow the code: 

 

I will not lie, cheat, or steal; nor will I tolerate those who do.

 

Violation will normally result in immediate loss of cadet officer status and school disciplinary action. Whether or not the cadet is returned to status at a later date depends on the specific nature of the violation and the cadet's response to improve their behavior. Parents may be involved at this point, and their views are always considered. This policy guarantees “Leadership by Example.”

 

Failure to perform duties:

Any cadet officer not performing the minimum duties for his / her position listed in the cadet handbook will be counseled, and then removed, if corrective measures are not taken. This policy guarantees “Leadership by Example”.
